All new providers on non-domestic premises are required to complete FEEE Premises, Health and Safety Compliance Check 2.
In order to complete this, you will need to request for the compliance check to be assigned to you via the Early Years New Provider Compliance Application. Once you have been assigned the check, you will receive an email confirmation with the link to complete the check. Please ensure that you have used an email address you monitor as all communications from the process will be directed to the email you registered with.
To ensure the quality of your submission and increase the likelihood of completing the process in a timely manner, please ensure that you refer to the help text throughout the compliance check. Use the guidance provided on HSE Website and the additional guidance documents below to inform the information/documentation that you complete.

Attend any relevant Waltham Forest Training that will assist you with completing the compliance check.
Providers may consider seeking any external additional specialist/professional advice that you may need to complete the compliance check.
Once you complete your compliance check via the online tool, you must ensure that you submit this. You will receive an email confirmation on submission.
On receipt, the Early Years, Childcare and Business Development Service will begin to evaluate each Compliance Check.
The Early Years & Childcare Service will aim to review your completed submission within 8 weeks of your submission. If your compliance check submission has missing and/or inaccurate/unclear documentation this will delay the process further.
Following the evaluation and review undertaken by the Early Years & Childcare Service, you will be provided with feedback.
If your submission is successful you will;
receive an email confirmation that your compliance check submission has met the required standards which would allow us to arrange a site visit to your premises for a final check
If your submission is unsuccessful you will;
be provided with evaluation feedback via email with a link to access any action that needs to be taken by you to ensure that the submission meets the required standards
once the evaluation feedback has been actioned, you will be required to submit the completed actions for the information to be reviewed.
Please be aware that any re submission of compliance check 1, 2 or 3 may result in the 8 week timeline to be re commenced.
The Early Years and Childcare service will aim to review your second submission within 8 weeks of receipt of your submission.

Site visits will be arranged for each compliance checks. The LA officer at the site visit will speak to key staff to ensure that they demonstrate a good understanding of, and comply with, key elements of both compliance checks and review any further supporting/additional documentation resulting from speaking with the key staff.
All Ofsted registered responsible persons MUST be available for site visits, failure to comply with this will result in the visit been cancelled. Providers must provide at least 24hours notice of site visit cancellation via email should this be the case.
If adequate notice has not been received from the provider, this will be chargeable to the provider at £200 half day visit.

You will need to have been approved for all relevant compliance checks before you can be commissioned by the LA to deliver the FEEE; no contract will be issued until they have been approved as meeting the required standards.
The commencement date for your FEEE contract would be the date that you receive confirmation of approval of Compliance Checks 1 and 2 (whichever is the later).
Please note: FEEE payments will only commence from the contract start date; no retrospective payments will be made.
